Yes. after going through every minute detail on the valve train. I found that with everything else right, valve lash, etc. The car needed more wastegate spring. I guess the flow characteristics changed and there must be more backpressure in the headers.
Took a bigger person, physically, than me to get the spring in, but the boost came up as desired. go figure.
