cooling fan wiring issue

The problem I have is the resistor for the high/low speed fan. the resistor for the low speed gets hot and starts to smoke. I have checked for shorts to ground and have found nothing. Ohmed the resistor .3 . Read some posted and decieded to bypass it . Went for a cruise and ended up blowing the fuseable link on the positive post on the started. Checked the wires that go from the starter post to those relays for possible shorts nothing. Put the resistor back in and let the car idle, and after a couple of fan cycles that resistor starts to get hot and smoke. Seems to be when the fan has cycle off. Any Idea's on what to chech next would be great!:confused:
