cant get more than 19lbs boost?

ever since i replaced my deltagate with a precision p39 wastegate,i havent seen more than 19#,i just juiced my ride,so now i need 20-25#.ive got a real low spring in the wstgate and an rjc adjustable valve.i took off my pressure hose to my gate and get 19#.could my wastegate valve get pushed open if the spring is to light?

nevermind all,the spring ,was,to light the exaust was pushing the wastegate valve open.its screamin now!23lbs of boost and sideways!
