The center cap goes over the center opening.
Lugnuts have their own small covers.
The center cap does not go over the lugnuts.

All the ones I have, are all black across the bottom.
Hot Wheels has quite a few "errors".
I would keep it off to the side for sure.
Don't really know if it would be worth more $$$, but either way, it is different.

My garage has over 11 glass display cases.
Big ones to.
Six of them are 6 foot tall, and the others are waist high.
Only 4 of the tall display cases are filled with diecast.
Two are the 1/18th scale cars, the other two are the 1/24th scale cars.
All the others are filled with parts and...
I have been watching that.
I have 2 of them myself already.
I think that's more than enough.
I'm not trying to "corner the market".
