You can use a windshield washer tank and pump for the alky. Just make sure the tank is below the nozzle so the liquid doesn't syphon. You don't need a fine nozzle as the carb venturi does a good job atomizing the liquid.

The plate will only go on one way. I noticed in your sig that you have a Jackson plenum. I don't know if the power plate you have is compatable with that plenum. Might check with Jason.
I bought one from Auto Zone 2 years ago. It is part specific for the Turbo Regal. No pickup problems with the "Pie Pan" baffle. Ran mine down to less than a quart when installing the Walbro and it still picked up ok. my .02
If you think it is an external vacuum leak, start by removing and plugging the port of each vacuum line at the plenium. If you get one that gives higher vacuum when plugged, trace that one down. The PCV vaccuum line is the only one that should give a higher vacuum when plugged. my .02
