Question Seized 38mm Tial gate...

Ok. My Tial 38mm gate is seized up. I can't move the valve by hand. When it was new I could move it by hand (off the car of coarse). It seems that I've been running the unleaded valve (black) w/ c16 . Now my question is, is it junk or rebuildable to put the correct valve in. I bought it from Precision about 1 1/2 years ago. TIA
