Trans Down Shifts Hard

Hey maybe some one knows this i just purchased a car out of state had it shipped in and is supposed to have a new artcarr trans ,well it has a very deep pan and it has a converter ,but when i drive low rpms it has a flair between 2nd and 3rd also the car down shifts very hard. who in the new port richey area FL can take care of this or is it a simple ajustment. thanks
