    We have a very similiar combo and I to have the same issue trying to build boost..I'm launching at 0psi and my 60' was a best of 1.9..My converter is an Art carr 3000 stall though...I have yet to do any tuning either, but you are a full second ahead of where I'am at....Getting a wide band put on the car along with hydroboost and stickier tires....Hoping to get where you are at now!!!
