High HCs at idle

I failed the two speed idle test here in texas because my hydrocarbons are too high at idle.
Can I realistically get these lower at idle without a cat?

See my sig for car setup. Since I have the ability to tune via the translator Gen2 i'd like to try that before adding a cat since that requires much less welding

Results from test:
High speed
RPM 2471
HC(PPM) 85 PASS
CO(%) .89 PASS
CO2 (%) 13.7
O2 (%) 1.0
NOx(ppm) 0.00
Dilution (%) 14.6

Low Speed
RPM 0929
HC(PPM) 585 FAIL
CO(%) 1.08 PASS
CO2 (%) 13.2
O2 (%) 1.7
NOx(ppm) 0.00
Dilution (%) 14.3

Gonna be tough. Without a cat, and no EGR functionality. You've got everything working against you.
