Help. Where does this part go?

Black plastic. 43" long X 5 1/2" tall.
Has a notch cut out for what must be the license plate stuff.

Kinda like that. The top has a rolled lip with holes that I can't get to line up with anything.
I was doing pretty good putting things back together until I got to this.
Will send pics to any kind soul willing to help.

The part fits a lot better on the front instead of the back where I was trying to put it.
