TV was probably hanging up a bit causing the min. pressure to be too high. BTW what were the pressures?
Yes it would raise PT & WOT but it's going to hard to gain the 1000 rpm's I think.
What the 3-4 shift at? Compare the 2-3 shift valve spring with your known BR vb.
Is the cable tight @ WOT?
Mine with a CQ vb does this too, it has a CK shift kit, and it has the mod TV up spring in. Like Bob says try to avoid that speed.:)

I've used one that's where I got that instruction page from. Never had problems like you are having though, so I doubt that's the problem.
