Yes, blm's should be at 128 +or- 10 is acceptable range. Your car is running very rich. What chip are you running, what injectors etc.?

running 55lb red armstrong low impedance injectors, red armstrong computer and chip. I've been thinking about ordering a chip and injector combo from eric at turbo tweak to try and solve my hesitation problem, you think it would correct the blm's too?

I would do that, as far as Red's chip, my car had a slight hesitation with it and ran on the rich side, I upgraded to mototron 60's and a Turbo tweak chip and it eliminated all of that! plus the idle is fantastic with the TT chip. Try it you'll like it!
