It does say in the add that it is a four speed, but it doesnt say that it is a manual trans. He could just be referring to the 4 speed overdrive auto trans. Buick did however have a manual trans back in the day that they did put in a fe cars but Ive never seen a Regal with one in it.

You wont find a 4 speed auto as OE in a 78 car,
I've seen Cutlass', Malibus, Elkys so why not a regal?

I drove a 1979 Regal with a factory 4 speed and floor shift, and the window sticker showed it was built that way.
The last year for a 4 speed manual trans in a Regal was 1979.
