Vacuum Brake ?

A few months ago I converted. Bench bled the MC, bled all four wheels in the right order a few times and still cannot lock up the brakes. Car stops but the peddle gets hard and just not stopping the way it is supposed to. Any ideas??? Still air in the lines? What about the proportioning valve? I've read quite a few threads on this and still am looking for some answers. MC is a brand new unit and I'm using speed bleeders to bleed the system. Any help would be greatly appreciated. Thanks!

Regardless of what it may be, I think I'm going to change out the old proportioning valve with a new brass one. Where would I get one? GM dealership or can it be bought at a parts store? Thanks again!

If the pedal gets hard, that would be more a symptom of a bad booster. Also, new master cylinder probably rules that out. When a MC has a problem, or air in the lines, the pedal will pump up, but if the problem is with the vacuum booster, the pedal gets hard because of not enough vacuum assist.
