Throttle plate and throttle body question; please answer

Hi, I just bought a used 62mm throttle body. When I received it, the throttle plate was stuck closed and required me to push it fairly hard to open. Now, it closes to about 80 percent but won't close unless you push it fairly hard. Is something wrong here, or is this normal?

Not normal.

Something is binding, or bent.

Don't "force" anything.

Have you tried a spray penetrant or lubricant?
