Yes, that must be what it means. I know that if I ask a question on TB.com, and no one answers in a few hours, I assume that the answer to my question is "no," and I stick with that.
On the other hand, you could consider doing a google search for E85 in Canada, where you could find this: E85 Gasoline Now Available in Chatham-Kent

depends where you live...
theres 2 in toronto, 1 in windsor,1 in chattam, and if u live in windsor like me..we dont get one till spring i think....thats why im not converting yet. if u live outside of ontario i dunnno then
