Question 87 Gn Delco Clock Radio

I HAVE BEEN TROUBLE SHOOTING ,,A PROBLEM WITH MY DELCO CLOCK RADIO, THE PROBLEM IS THE CLOCK RADIO IS LIT ALL THE TIME . AT FIRST I THOUGHT THIS WAS A NORMAL CONDITION SINCE I HAVE NOT DRIVEN THE VECHICLE FOR SOMETIME. I ASKED MY WIFE IF SHE REMBERED IT BEING ON ALL THE TIME IN HIGH INTENSITY., SHE SAID NO IT WAS NOT ON UNTIL YOU START THE VECHILE. SO,,,, I REFFERED TO THE 87 BUICK GN OWNERS MANUAL ITS SAYS QUOTE: IF YOUR RADIO HAS A CLOCK , PRESS THE UPPER KNOB TO DISPLAY FREQUENCY WITH THE RADIO AND IGNITION ON OR SHOW TIME- OF- DAY WITH IGNITION OFF.. THIS IS AN ETR AM-FM STERO SEEK/SCAN BLUE/GREEN DISPLAY. SO THIS SAYS THE RADIO CLOCK SHOULD NOT DISPLAY TIME WITH THE IGNITION OFF. SO I CALLED TWO LOCAL BUICK DEALERHIPS TO CONFIRM THIS ANOMILITY THEY SAID THE MANUAL IS CORRECT THE 1987 BUICK GN WITH A DELCO ETR AM/FM STERO SHOULD NOT DISPLAY TIME WITH IGNTION OFF AND KEY OUT. I CHECKED THE FUSE BLOCK AND FOUND THE CLOCK ON FUSE #19 LABELED CLK/CIG. THE SCHEMATIC I GOT OFF THE WEB SITE SHOWS THE CIRCUIT GOING TO A RADIO CAPACITOR AND A STAR CLUSTER OF OTHER CONNECTIONS ALL LABELED IN ORANGE WIRING CHIME MODULE DOOR LOCKS POWER ANTENNA, COURTESEY LIGHTS ETC. WHICH GOES FROM HERE TO ETERNITY. DOWN TO THE QUESTION WHAT IS THE PROBLEM IS THE CLOCK RADIO SUPPOSE TO BE ON ALWAYS DRAWING 28 MILI AMPS OR IS THE CLOCK RADIO SUPPOSE TO BE OFF LIKE THE BUICK TECHNICIANS STATED. IF SO WHERE IS THIS ILLUSSIVE SWITCHING DONE INSIDE THE DELCO RADIO OR OUTSIDE THE RADIO ITSELF .IS THEIR SOME CIRCUIT I AM MISSING????????.... HELP!!!!!!!>> POSSIBLY THE ALARM MODULE. HELP...
