I think your memory of 2005 is flawed.
We have tapes of Bush promising all the help they need, but days after the disaster, FEMA still did not come to the rescue. It was so bad, that regular people had to go in there with food water and rescue boats, while FEMA said "we didnt know all those people were at the dome"
Then Bush gets on tv and pretends we were caught off guard with this storm, he said "no one could have anticipated the breaching of the levees"
until the tape came out of him and others discussing the breaching of the levees beforehand
Bush is a liar, FEMA was full of incompetents, and that was the problem
