Obviously the people trying to compare these situations are doing so to denouce the people of NO because they were poor? because they were black? because they had no where to flee to?

What IS your motivation for bringing this up? So we can educate poor urban minorities how to act properly in a disaster by looking to their rural white middle class counterparts?
