The TPS is on the passenger side of the throttle body. It's held in place with two hex head screws. Try to loosen them just a little, enough so the tps can move with some, but not a lot of effort. Slide TPS forward in it's slots (this sets WOT value to max).
Now tighten the bottom screw just slightly to hold it in place, look on the scanmaster for the TPS value, and if you move the front of the tps up or down SLIGHTLY, you'll notice the value change. Shoot for .40
Got it? tighten screws, re verify idle value. Now, while watching tps value, push acclerator all the way WOT (remember, we're still key on ENGINE OFF). You'd hope to see a wot TPS value better than 4.5, but not more than 4.95.

I followed your directions and got it to .42-.44 idle and 4.60 WOT, thanks!
